SOT, Petra Michaels, Berlin state electoral commissioner (German): “During the 2021 Bundestag elections in Berlin, some irregularities occurred in 94 polling stations which I have documented today as follows.”

SOT, Petra Michaels, Berlin state electoral commissioner (German): “Due to carelessness in the polling stations, there were cases of wrong issuances of ballots which took place. It is important to note that the parliamentary election for the Bundestag was not affected by the latter. There is no evidence of incorrect sorting or labelling of the Bundestag ballot.”

SOT, Petra Michaels, Berlin state electoral commissioner (German): “When counting the votes, the result was that the first votes were considered invalid, because a wrong candidate had appeared in the first vote in the respective constituency, as they had to be considered in this way according to the legal provisions, but the second vote could be counted as valid.”

SOT, Petra Michaels, Berlin state electoral commissioner (German): “On the other hand, it also happened that for the parliamentary elections wrong ballots were handed out. Why was that? Affected are the two constituencies, where the boundaries of the latter do not coincide with the district boundaries. This happens in Prenzlauer Berg east, that is the district of Pankow, federal constituency nr 83 belonging to Friedrichshain-Kreuzberg. Also, in northern Charlottenburg, this is the district of Charlottenburg-Wilmersdorf, federal constituency 78 belonging to Spandau. There were some ballot paper packets that were delivered to the wrong recipient by the District Election Office. Overall, there were 362 such cases documented by the district electoral authorities.”

SOT, Petra Michaels, Berlin state electoral commissioner (German): “Both procedures, i.e. delivery in the week before the election or delivery only on the Saturday before the election day, both procedures proved to be fallible. The pre-delivered ballots could not be verified on wrong delivery, i.e. in Friedrichshain-Kreuzberg, this is related to the issue that certain ballot paper packets were not filled the proper way. As for the delivery on the day of election, it happened that because of the marathon and other traffic obstructions, as well as the lack of drivers, there were delays.”

SOT, Petra Michaels, Berlin state electoral commissioner (German): “In the 73 temporarily closed polling stations, around 48,000 people were eligible to vote for the Bundestag, so-called eligible voters A1 i.e. those without a ballot paper. The participation rate at noon in the federal election districts of Berlin was at least at 26.5 percent, which reduces the number of affected voters accordingly.”

SOT, Petra Michaels, Berlin state electoral commissioner (German): “It is noteworthy, that it remains unclear how many voters did not wait for the reopening of the polling stations or did not come back, well because they did not come back because they thought they would not be able to exercise their right to vote.”
