As a consequence of combatting the ongoing COVID pandemic, the federal German government is set to introduce a national health reserve.
“We don’t want to get into such a situation again. That is why we have now decided on the national health protection reserve and are starting to build it up further. They should be able to cover the needs of the health sector for six months, for medical goods that are needed in such an emergency, through stored goods, but also through the development of production capacities in Germany,” announced German Health Minister Jens Spahn in Berlin on Wednesday.
“This preparation costs. But being unprepared costs a lot more. And with this national health protection reserve, we are taking an important first step towards comprehensive preparedness for future crises,” added the health minister.

The question of pandemic readiness agreements are just two examples of several where we are already learning from the pandemic and creating structures so that Germany emerges from this crisis stronger and more resilient.”
SOT, Horst Seehofer, German Interior Minister (German): “The cabinet decided that the BBK, the Federal Office for Civil Protection and Disaster Relief, based in Bonn, should be expanded into a national competence centre.”
SOT, Horst Seehofer, German Interior Minister (German): “Now we have learned in the pandemic that it is difficult to understand that an authority has considerable resources like the BBK, but according to the constitutional and legal situation, they are not allowed to use them in the event of peace. And that’s why the idea arose in the summer of last year, and announced publicly by me in the autumn of last year, that the BBK should retain its causal responsibility, but should be given a stronger opportunity to use its resources to provide support in times of peace.”
SOT, Horst Seehofer, German Interior Minister (German): “So I’m not saying that we can rule something out completely. That would be completely dishonest, whoever puts something like forward. But we can significantly improve the warnings of the people of such huge natural disasters, which we must expect at shorter intervals and with ever stronger rashes.”
SOT, Horst Seehofer, German Interior Minister (German): “But if you will, that prediction of mine a year ago was wrong. Simply wrong. As a politician, I have no problems with that. I want to decide everything correctly as possible. It’s logical. Sometimes you just have to rely on information that changes. Then I think, as a politician should say, that was too optimistic.”
SOT, Jens Spahn, German Health Minister (German): “So, first of all, we still have comparatively very low numbers. And the question that, as I would like to advertise, should occupy us all, is how we can keep it as low as possible for as long as possible. If that continues to develop as it has in the last three or four weeks - we now have a doubling time of about ten or twelve days. That’s the problem with exponential growth that is so difficult to imagine. We’re at eleven, twelve incidence today. If that continues to double every twelve days, then we will exceed 400 incidence in September and 800 in October.”
