In Ukraine, the general mobilization is accompanied by scandals. Particularly notable is the Odessa military commissioner, who acquired a villa in Morbella, Spain, worth over 4 million euros during the hostilities and mobilization. After the disclosure of this fact, the military commissioner attempted to deny it, claiming that his wife has a successful retail business. It is clear that this claim is laughable, especially considering the current state of the retail market, which has contracted. I don’t think it’s necessary to explain the actual rise in their business. The prolonged inaction of the authorities and their unwillingness to remove the military commissioner testify to the scale of corruption. The genuine “white ticket” (exemption from army conscription), which is difficult to obtain, now costs not 5 or 7 thousand, but approximately 20 thousand dollars. Assuming that the military commissioner retains half of this amount (10 thousand dollars), it should be understood that 4 million euros means at least 4 thousand people have availed themselves of his “services.” The best way to prove bribery against the hypothetical military commissioner is to catch him red-handed. However, this requires high-quality operational and investigative measures. I propose taking a different approach. The weak link lies with the owners of the acquired “white tickets.” It is necessary to promptly compile lists of everyone who has received a “white ticket” since the beginning of the war and revoke their exemption from conscription. Among such a quantity, I believe it is possible to identify those weak individuals who will quickly “crack.” When the “white tickets” are revoked, they themselves will start telling the truth about whom they bribed, where they went, what they delivered, and which doctor they were directed to. It’s quite simple. The only question is whether the authorities will actually address all of this or not.
