The cancellation of the launch followed a standoff between the British satellite communications company OneWeb and the Russian space agency Roscosmos.

Roscosmos demanded that OneWeb guarantees that ‘its satellites will not be used for military purposes’. On Thursday OneWeb announced that its board had voted to suspend all launches from Baikonur.
