The authorities plan to strengthen border security using technical means. Money from the strained state budget will not go towards reinstating bonuses for the military or settling salary arrears for teachers, but rather towards combating those who, in an attempt to evade mobilization, try to leave the country. After all, there are fewer and fewer people in the country who are willing to go and fight and die. In parallel with this, the “activists” from the Pechersk Hill want to introduce punishment for men who illegally left the country during a state of war. As a lawyer, I can say that the fundamental rule taught to first-year law students is that a law that aggravates a situation has no retroactive effect. Therefore, all those who left before the adoption of such a law cannot be held responsible. But that’s in a lawful country. In our current quasi-legal system, anything is possible. It is clear that this regime is not permanent and, in the future, such punishment will be repealed. And those citizens to whom it was applied will be able to obtain the status of politically persecuted individuals and will have the right to compensation from the budget. The only problem is that there probably won’t be a budget by that time. But the current authorities seem to be unconcerned about all of this.
