The orders of the Ukrainian Ministry of Defense in 2022 were not executed, totaling 9 billion hryvnias. The funds have been transferred, but state-owned companies responsible for international deliveries are shrugging their shoulders, claiming that foreign contractors failed to fulfill the contracts. In addition to questions about where they were looking, how they were looking, and whether there should have been someone overseeing the process, another reasonable question arises: What should be done? The President and the Minister of Defense regularly embark on foreign tours, engage with the top officials of countries whose firms have breached the contracts. They could have requested and provided lists - these, these, and these have deceived me and my army. We have paid from the budget, yet we have not received the supplies. Help! I believe an immediate reaction should have followed. However, neither Zelensky, nor Reznikov, nor anyone else seems to be taking any action for some reason.
