SOT, Vladimir Putin, Russian President (Russian): “I would like you to report on the progress and completion of our peacekeeping mission, our participation in the CSTO peacekeeping mission.”

Sergei Shoigu, Russian Defence Minister (Russian): “Vladimir Vladimirovich, in keeping with the decision of the Collective Security Council and the presidents and heads of state and government of the CSTO member states, we immediately began the planning and implementation of the operation to form and deploy CSTO peacekeeping troops.”

SOT, Sergei Shoigu, Russian Defence Minister (Russian): “Currently, the management is stable, we work in full cooperation. We approved a decision on the phased withdrawal and transfer of objects under protection to Kazakhstan. We started withdrawing today. Tomorrow we are withdrawing all the forces of our [CSTO] colleagues: Armenia, Tajikistan, Belarus in 14 planes. The Kyrgyz colleagues leave on their own as they are nearby. Further, within five days, as the objects are handed over, the withdrawal of the remaining peacekeeping forces will also be carried out. We plan to complete all work on the 19th.”

SOT, Vladimir Putin, Russian President (Russian): “The CSTO peacekeeping forces have played a very important role in stabilising the situation in Kazakhstan, our closest partner, and ally. This is the assessment of Kazakhstan President Kassym-Jomart Kemelevich Tokayev himself. Indeed, we managed to secure all vital facilities, infrastructure facilities, release a significant number of military personnel, and law enforcement forces to conduct special operations inside the country.”

We managed to concentrate our necessary forces, means, and resources quickly. Everything literally ran like clockwork: quickly, smoothly, and efficiently. I want to thank you, the General Staff, everyone who led the operation, for this work and express the hope that this practice of using our Armed Forces will be further studied, adjustments will be made, if they need to be made, in practical work. In general, we must return home. We have completed our task.”

The Collective Security Treaty Organisation (CSTO) troops will completely withdraw from Kazakhstan by January 19, Russian Defence Minister Sergei Shoigu announced at a meeting with President Vladimir Putin in Moscow on Thursday.

“We started withdrawing today. Tomorrow we are withdrawing all the forces of our [CSTO] colleagues: Armenia, Tajikistan, and Belarus, in 14 planes. The Kyrgyz colleagues leave on their own as they are nearby,” Shoigu said.

Putin in his turn highlighted the role of CSTO peacekeepers in stabilising the situation in Kazakhstan.
“We managed to concentrate our necessary forces, means, and resources quickly. Everything literally ran like clockwork: quickly, smoothly, and efficiently… In general, we must return home. We have completed our task,” said Putin.

Earlier Shoigu took part in an extraordinary meeting of the CSTO Defence Ministers Council, discussing the results of the peacekeeping mission in Kazakhstan as well as agreeing on the troop withdrawal plan.
The unrest in Kazakhstan started after unauthorized rallies began in the Mangistau region on January 2, as prices of LPG (Liquefied petroleum gas) rose from 60 to 120 tenge (€0.12 to €0.24; $0.14 to $0.28) per litre since January 1.

The price hike came after the government lifted price controls on LPG, citing a need to liberalize the market.

According to Kazakhstan’s Ministry of Health, over 1,300 people were injured and almost 400 hospitalised during the unrest. The official number of those detained, provided by the country’s Interior Ministry, is over 10,000.

Authorities in Kazakhstan have previously claimed that 164 people were killed in the unrest, including 103 in Almaty, later however retracting this number due to “technical mistake”.
