Russian Deputy Foreign Minister Sergei Ryabkov said Russia “should be able at all times to defend our sovereignty and territorial integrity in a manner that would deter any aggressor from even trying its chances,” following a meeting with US officials on Wednesday at the Russian permanent mission in Geneva.

While Ryabkov and the US envoy could not provide answers to the pressing issue of arms control, Ryabkov stated the two nuclear powers, “have some areas, where some commonality of use emerge. We want to enhance those.’’

The deputy foreign minister outlined the two extreme scenarios where Russia would deploy nuclear weapons - the use of weapons of mass destruction against Russia or its allies or the very existence of Russia is jeopardised.

“An aggression on Russia with conventional weapons that is without use of any weapons of mass destruction, but to an extent when at this act of aggression, at this war, the very existence of the Russian state is in jeopardy,” Ryabkov said.

The delegations resumed the first round of dialogue on strategic stability between two nuclear world powers. A second meeting is planned for late September.

We didn’t produce an answer to this question, it’s too complicated. It’s something that was left unattended for way too long and where we are now just at the beginning.”

We have a requirement on the Russian side that says, we should be able at all times to defend our sovereignty and territorial integrity in a manner that would deter any aggressor from even trying its chances.”

SOT, Sergei Ryabkov, Deputy Foreign Minister for Russian Federation: “But having said that we also underscore that we can only use nuclear weapons in the two extreme scenarios - one is use of nuclear or other weapons of mass destruction against Russia or any of the Russian allies and the second one - an aggression on Russia with conventional weapons that is without use of any weapons of mass destruction, but to an extent when at this act of aggression, at this war, the very existence of the Russian state is in jeopardy.’‘

SOT, Sergei Ryabkov, Deputy Foreign Minister for Russian Federation: “When we are talking on the production of the so called new security equation, the new equation in the area of strategic stability, we talk to a great extend on the need to deal with all weapons, nuclear and conventional ones, that are capable of achieving goals of strategic character.”
