Russia has responded to a request from a group of 45 member states of the Organisation for the Prohibition of Chemical Weapons (OPCW) on the situation with Alexei Navalny. Russia also sent a counter request to Germany, France, Sweden, and the organization’s technical secretariat. Russia’s permanent representative to the OPCW, Alexander Shulgin, who is in The Hague, confirmed this in an interview with RT on Thursday.
SOT, Alexander Shulgin, Russia’s permanent representative to the OPCW (Russian): “Speaking about the request that has been made by 45 states: Today I have been able, after fierce opposition from the US, the UK, to make an important statement. We have been informed that we have prepared a note to the technical secretariat with materials, which we are submitting in response to the request of 45 states under article 9 point 2 of the chemical convention. At the same time we are preparing a counter request under the same provision. We expect that the German Federal Republic, France, Sweden, and also the Secretariat of Technology will answer the questions that we asked them earlier. We have not received answers to them, and will respond and provide the necessary clarifications. So, we closed today with a request from 45 states and we sent a counter request to France, Sweden, and the German Federal Republic, and the Secretariat of Technology for the same article. Today I handed all of this personally to the Director-General Fernando Arias and announced that the countdown begins today. We expect a response from our partners within the ten-day deadline set by the chemistry convention. The ball is now on their side.”
SOT, Alexander Shulgin, Russia’s permanent representative to the OPCW (Russian): “The technical secretariat has provided Germany assistance, and they prepared a report and they have conducted tests at the two certified laboratories. And they came to the conclusion that against him [Alexey Navalny] a chemical weapon has been used. At the same time, some key information pieces have been scribbled in the report. So, we can’t see what was there. These concerns among other things are the [reason] why we don’t see the information on the chemical formula of the toxic agent that was allegedly exposed to a nerve agent from the Novichok-types. What explanation did the Germans give? You know, it’s such a sensitive subject, what if the Russians find out the formula of this substance and take it on.”
SOT, Alexander Shulgin, Russia’s permanent representative to the OPCW (Russian): “We completely reject the claim by the US, the UK, but also some other countries that Russia has allegedly hidden arsenals, hidden arsenals of chemical weapons, that we have not phased out our military chemical weapons programme.”
SOT, Alexander Shulgin, Russia’s permanent representative to the OPCW (Russian): “The United States, which remains the only country that has not been freed from its chemical weapons stockpile. By the way, it is not clear why they do not do this: they cling to it with all their might, although there are financial and economic opportunities. There is everything for this, but they cling to chemical weapons. So, in addition to this, it should be noted that the United States has adopted, developed 140 patents for the use of munitions to equip with these Novichok-type chemical warfare agents.”
SOT, Alexander Shulgin, Russia’s permanent representative to the OPCW (Russian): “Overall we have gotten used to such kind of treatment by the West and the United States. And maybe this whole story was engineered to impose sanctions on the Russian Federation. And I can say that we are ready and we will definitely reciprocate and come up with a response. All these sanctions have never achieved their objectives. The only pity is that cooperation does not work, but cooperation is a two-way street: if they do not want to cooperate, then don’t do it.”
