Russia needs to cut oil production and exports by 100 million tons in order to reduce the foreign exchange overhang and avoid foreign exchange shocks for the Russian economy. The Russian government agreed to cut oil production. True, the main motive for this decision was not the threat of currency shocks, but problems with the budget: low oil and gas revenues and too high payments to oil workers under the so-called fuel damper. The government has submitted a draft law to the State Duma that will clarify the value of the average price level of the main Russian blend of Urals oil on world markets for calculating the mineral extraction tax (MET) and additional income tax (ATD). According to the text of the document, if the price of Russian oil Urals turns out to be less than North Sea Brent by $34 per barrel in April, then Brent minus $34 will be accepted for tax purposes. For May, this price will be Brent minus $31, for June - minus $28 and for July – minus $25.
