The US Senate failed to pass Republican Senator Ted Cruz’s bill to impose sanctions on Russia’s Nord Stream 2 gas pipeline, after a vote in Washington DC on Thursday.

The bill needed 60 votes to pass, and as the voting was ongoing, 55 senators had voted in favour and 43 against.

The legislation would have imposed sanctions on the pipeline within 15 days, and a presidential move to lift or waive them would be subject to a congressional vote.

Democratic senators voted against the bill, with Christopher Murphy, Senator from Connecticut commenting: “First, the sanctions in this bill are unfortunately pretty feckless. They’re feckless because they can be undone easily, within 30 to 60 days by the Russian government.”

Senator Ted Cruz said before the voting that the bill “represents the best way to deter Putin from invading Ukraine, by sanctioning the company that is racing to finish and make operational the Nordstream 2 pipeline, which Putin desperately wants completed.”

The €11 billion ($12.3bn) pipeline project is financed by Russia’s Gazprom alongside Germany’s Uniper and BASF, Anglo-Dutch firm Shell, Austria’s OMV and France’s Engie, and is to increase the amount of gas being transported under the Baltic Sea to 55 billion cubic metres per year. The pipeline is completed however its certification is currently suspended by Germany’s Federal Network Agency.
