A demultiplexer is a combinational circuit which receives a binary information on a single line and it will be transmitted to one of 2^n output lines based on n selection lines. That means, if there are 2 selection lines, then there must be 2^2=4 output lines. If there are 3 selection lines, then there must be 2^3=8 output lines and so on.
