1983 honda nighthawk 650 starting issues!!!

I rebuilt the starter and the carbs and got a new battery and a silinoid why isnt my bike getting to run. It has spark and smells of gas when plugs pulled new gas and I also sprayed starting fluid into carbs nothing there either it will try to fire every 10 times or so then lets out a whineing noise like robocops leg any help would be awesome thanks
