A player - dubbed the Hug Master - chooses two players to be locked in a hug by hug belts, which are included. Once they're securely in hug position, the Hug Master picks a question card from the top of the pile and asks the huggers the question. He or she counts down from three and when the players hear ONE, they must simultaneously answer the question with a Yes or a No. If they answer the same, the huggers keep the card. They need three matches to be unlocked from the hug. If their answers differ, the Hug Master draws a Consequence card that the huggers must do. The Hug Master also gets to keep that card. The consequences contain intimate actions like butterfly kisses, neck nuzzles, and playing footsie. Once the huggers are unlocked, the player to the left of the Hug Master becomes the new Hug Master and play continues. Each player gets two turns as the Hug Master and depending on how many players there are - multiple turns as a hugger. After two complete rounds, the player with the most consequence cards wins.
