The skill name is Ritardando (Shift + Q). This is also a situational skill to use in PVP/PVE. It is a debuff that you cast onto your enemy that reduces Attack/Movement/Casting speed by -50%. It's helpful when you have a enemy CC'd in a knockdown or bind. This will help you kite the high mobility classes like musa/maehwa/ranger/warrior/sorc/ninja/kuno etc... It reduces their overall speed significantly and it's up to you to decide to fight or run in PVP situations. It's not very useful in PVE unless you are trying to escape a large mob pull or something similar. It is hard to land without CCing the target first. You will find that it isn't very reliable unless the target in knocked down, in a grab from another person, or bound/stunned. Please feel free to ask questions.
