This happened next door to my home on July 17, 2010 in Fort Worth, Texas. Enterprise Products was constructing a metering station and 30" gas transmission line. I don't know if this was planned or not but I watched the workers run for cover. Enterprise told the Fort Worth Fire Department they were clearing water out of a new pipeline. They told the Texas Railroad Commission they were releasing steam from a pressure test. They told OSHA they were doing hydraulic testing. What do you think?
