Foster children as young as one on psychotropic drugs

Senators Tom Carper and Ron Wyden held a press conference on Capitol Hill this week to address the growing issue of foster children being prescribed psychotropic medication rather than receiving the counseling they need. Pointing to a recent Government Accountability Office Report, the Senators called for increased federal guidance and state regulation to deal with the issue. RT Correspondent Meghan Lopez reports.
