Recently Apple has been accused of slowing down old iPhones and they have since confirmed this is a part of the software that intentionally lowers peak cpu speeds in cold conditions. This specifically has been implemented on devices such as the iPhone SE, iPhone 6S, and recently the iPhone 7.
