Horse left to die (part 1)

Horse received a hit to his hind leg by anotherhorse, can't put any weight on that leg. When standing, all the weight is on the right hind leg, which is already compromised by the stress. This has been going on now for four weeks. The owner doesn't do anything, even doesn't seem to care. The horse should have been put down a long time ago, but apparently they are leaving it there to die slowly. This is on a public area for agricultural shows and for housing of horses, which belongs to the city of Ilhéus, Bahia, Brazil.
