How to fix the apple blinking folder

The apple blinking folder...aka folder of death happens. It is typically a hard drive issue, a hard drive cable connection issue, or possibly an OS X issue. I'm going to try and solve this problem by replacing the hdd with an ssd, inspect the internals, sure up any loose connections, and clean install Snow Leopard from my recovery CD.
