Disable a suspect vehicle with help from your partner. You have to make your partner shoot the tires of an enemy's vehicle. There are plenty chances to get this done. The first real opportunity comes in the case called 'The Fallen Idol'. After leaving the prop store, a cutscene will start. Instead of getting into a direct gunfight you should just drive away. The enemies will follow you and your partner should take them out pretty easily.
