Malcolm Harbour (UK): What is needed to exit the crisis and help Europe's economy to grow?

It is absolutely necessary to keep up our major investments in research. The worst thing you can possibly do in a time of economic downturn, is to reduce your investment in your long term future. Because that won't mean that other competitors who are not in such economic trouble as we are, will simply march ahead. And this is true for businesses as well. So I think it is crucial that we get a really good financial settlement for the next round of research's spending in the horizon 2020 program. And given that the budget is constrained, I would shift funding from areas like agriculture for example, into what I regard as being key seed corn funding for the future.
