Mayor Ford blows kiss to Coun. Vaughan at city hall

Mayor Rob Ford faces a vote that would further limit his powers and make him mayor in name only. While in the council chambers on Monday, Ford walked over and said something to Coun. Adam Vaughan and then blew him a kiss while he was walking away.
