After seven or eight Main Ops, Miller and Ocelot will tell you about a strange sniper leaving corpses near the Power Plant in Afghanistan. Head there and a cutscene will trigger and the boss battle will begin. You can use lethal weapons against her and still recruit her after you defeat her.
