This is the basic Cable Crossovers exercise. This exercise primarily works the chest, as you squeeze the weight toward the center of your sternum. Before you start this lift, make sure that the cables are set at the appropriate heights on each side so that you can naturally swing the weight across your chest horizontally. You'll usually be able to do this exercise at your local gym, and I know universities like Baylor have cable crossover machines for students to use. High schools and middle schools usually don't have these machines, so if Cable Crossovers are called for on a WMW program that you're currently doing, do Flat Dumbbell Flyes instead - this exercise essentially works the same muscles.
