Pepin County Wisconsin Neighbor from Hell. This goes on daily. Police do nothing about harrassment

Another drunken day across the street. I believe this was the day he fired 2 rounds from a shotgun after screaming at me here. He was never charged with disorderly or threats. PLEASE HELP US! Pepin County Sheriff does nothing. District attorney is hunting buddies with his uncle. I live in fear of my life. Last night he was at my driveway just staring at me. Cops have been here 31 TIMES!!!! He calls me chickenshit here and 3 months later accuses me of breaking his jaw. I was acquitted and yet this continues EVERY DAY. This man has turned my life inside out. He has shot rounds at my home after yelling at us from across the street. He falsely accused be of breaking his jaw. I was acquitted last Tuesday of the false allegations by a jury and he is waiting for my wife in the bushes near the road to pop out screaming the moment we get home. 911 was called and the officer who showed up 25 minutes later stated that since Scott Kircher was not outside now, he was not breaking the law. An independent witness heard the shouting and was not even questioned.
