The station was developed by famous Andrej Chizhov who was also responsible for re-launching Radio Yunost into YuFM successfully. The station started broadcasting in Moscow on November 9th, 2009 as Не очень взрослого радио - a radio for not-yet grown-ups focused on dance music from the 90s. In 2010, PIONER FM caused unforseen licencing problems. By October 24th, 2010, they had to switch off their FM-frequency in Moscow for almost two months but were able to continue via Intelsat satellite and on the internet. On December 18th, 2010, PIONER FM was back on the airwaves but as all good things come to an end, the Russian media council did not renew their licence in early 2012. PIONER FM disappeared from the Moscow FM-band on April 16th, 2012. From that day, the frequency was used by Prosto Radio but not for a long time. Instead, a new radio station called VOSTOK FM started via 94.0 FM on November 11th, 2012. PIONER FM continues broadcasting on the internet but has left the capital's airwaves for good.
