Mouse lag/stutter and massive frame drop is occurring on win7 while on win10 there is no problem at all with mouse/stutter lag and frame drops. So if you having problems with mouse lag, try using windows 10. Problem with mouse lag/stutter was occurring when CPU was hitting 100% usage. To solve this problem you can try using v-sync 1 frame to limit your CPU usage if you don't want to move to win10. Also you might try to lower your mouse polling rate from 1000hz to 125hz if you have set it that high this should also help to lower mouse lag.
