Steam - Cant start offline mode error cant log in cant connect to steam services

Major error, when ever you forget to set offline mode when coming off from the internet your met with this bitch. When this happens there's no way to access steam without an internet connection so if your going away your screwed, effectively blocking you from all your games. Not helpful when you are playing steam on a laptop and don't have roaming internet.
