This is a mod called " Enhanced Gwent " , created by rich1022 on nexusmods.
To sum up,this mod enhances mostly the Monsters group and the Scoia'tael group , ,which are weaker in the original game , also Northern and Nilfgaard get some changes as well ..And i should remind you that the NPC has the same card as you!
