Unfortunately this is only 30fps, because the game is locked at that framerate. The lags are not due to hardware limitations, but due to saving/generating shader cache. (So there were no shader cache saved in any levels, cause I deleted them for faster game loading, and more free ram, since it loads all of them when starting the game)
As you can see, after being in a new area which haven't been (shader)cached yet, it lags, but after it got generated, it runs smoothly at 30fps. I monitored my GPU and CPU usage while these lags were happening, CPU usage was 50% (25% when it was not lagging), while the GPU usage dropped down to 0%. (40% was the max GPU usage, since that was enough for 4K 30fps in this game.)
Ryzen 5 1600X, GTX 1070, Vulkan, recorded with GeForce Experience, in 4K DSR (because I only have a 1080p monitor), played with an XBOX One controller. No video/audio effects (sharpening, noise etc) are applied on this footage, I only cut them, so this is raw, so to say.
Also some parts are not displaying correctly, but the game is definitely playable if you can handle some lags and know the way where the level is not visible. Audio sometimes crackles.
