The Chairperson of Russia’s Central Election Commission (CEC) Ella Pamfilova called for the dismissal of the chairman of the Territorial Election Commission in the Stavropol Region, where a polling station surveillance camera was covered with a mop and rags, at a press conference in Moscow on Sunday.

Video from a polling station in Pyatigorsk was shown at the CEC meeting. The footage shows how a cleaner obscures one surveillance camera with a mop, while the employees of the polling station carried out some manipulation with the ballot boxes.

“This is the height of cynicism, arrogance, and complete confidence in impunity. But if the organiser of this, I do not know, does not go to prison, I do not know what else to do. We must immediately make a decision to dismiss the chairman, transfer the case to law enforcement agencies and we will monitor this,” Pamfilova commented on the video.

Russians go to the polls between September 17-19 to choose members of the State Duma, the lower house of parliament, as well as members of 39 regional parliaments and nine regional leaders. Voters will elect 450 State Duma deputies in total, via Russia’s mixed electoral system. Half will be selected from party lists in one federal constituency, with the other 225 elected in single-mandate constituencies under the first-past-the-post voting system.
