High Representative of the European Union for Foreign Affairs Josep Borrell said that there was “no security in Europe without the security of Ukraine,” in comments made at an EU Parliament Joint Committee meeting in Strasbourg on Monday.
“If the Russians want to talk about their security, about the Russian security, they can talk about whatever they want. It is up to them. But if they want to talk about the European security, our security, then certainly we have to be part of the game,” he said.
“And if they want to talk about security which could incorporate Ukraine then Ukraine also has to be part of the game,” he added.

SOT, Josep Borrell, High Representative of the European Union for Foreign Affairs: “And I repeated that there is no security in Europe without the security of Ukraine. If the Russians want to talk about their security, about the Russian security, they can talk about whatever they want. It is up to them. But if they want to talk about the European security, our security, then certainly we have to be part of the game. And if they want to talk about security which could incorporate Ukraine then Ukraine also has to be part of the game.”
SOT, Josep Borrell, High Representative of the European Union for Foreign Affairs: “What happened on the NATO-Russia Council and what happened on the OSCE Permanent Council where all parties indicated some willingness to continue discussions in that framework, but also Russia saying that they do not see the interest of continuing discussing because their concrete demands about NATO expansion and NATO presence on the eastern part of Europe were not accepted.”
SOT, Josep Borrell, High Representative of the European Union for Foreign Affairs: “They present a written proposal, they want a written answer. But the content of this answer is already known. And the answer is clearly not because NATO cannot accept what Russia is asking for.”
SOT, Ivanna Klympush-Tsintsadze, Former First Vice Prime Minister of Ukraine: “All of us, it is a common test on what we will react with the menu of sanctions that you are right now working on. And I think that many of sanctions is important but also very important to try to help Ukraine on different levels. I think it is important to ensure that all the embargoes, hidden or open embargoes on weaponry-selling to Ukraine are lifted because Ukraine has to be capable of defending itself.”
SOT, Ivanna Klympush-Tsintsadze, Former First Vice Prime Minister of Ukraine: “Europe can be united in stopping Nord Stream 2 coming into force. There are other things starting with Swift and continuing with personal sanctions that you can also do, so we very much hope that you will work on this together. And this house has been always very clear, calling a spade a spade, and very clear on calling Russian aggression a real Russian aggression.”
