SOT, Emmanuel Macron, French President (French): “Our footprint must diminish, as we have done in the north of Mali, by closing three of our outposts in Kidal, Tessalit and Timbuktu. It is about recentering us, at the request of our partners, where our contribution is expected, still in support and even more integrated, as we are in Niger, with the region’s armed forces. Neither can it justify an escalation of violence through the use of mercenaries whose abuses have been documented in the Central African Republic and whose use of force is bounded by no rules or convention.
