SOT, Olaf Scholz, German Chancellor (German): “NATO and the transatlantic alliance are a guarantor for German security and also for European security - that was so, that is so and that will also be so in the future. These days, we are once again seeing how important it is for us to make our joint contribution to ensuring stability, peace and security in Europe. It is not a matter of course that this is always the case and especially the situation in and around Ukraine makes it clear to us how much this security is endangered, and we are very concerned.”
SOT, Olaf Scholz, German Chancellor (German): “We are also in full agreement with our allies and partners on this. Differences on security issues must be resolved through dialogue, on the basis of reciprocity and on the ground of international law, and the common commitment and principles have been agreed in the various OSCE fundamental documents. This includes in particular the sovereignty, independence and territorial integrity of states, and of course this also includes the right to choose alliances freely.”
SOT, Olaf Scholz, German Chancellor (German): “We expect Russia to de-escalate the situation, which could include, for example, a reduction of troops on the Ukrainian border. We are of course ready to enter into a serious dialogue with Russia on security issues in Europe. So I am very grateful that Jens Stoltenberg has invited to the talks in the framework of the NATO-Russia Council and that these efforts will now also be continued.”
SOT, Jens Stoltenberg, NATO Secretary-General: “The risk of a conflict is real. NATO allies call on Russia to deescalate and any further aggression will come with a high cost for Moscow. NATO is a defensive alliance which does not threaten Russia or any other country. We remain committed to our dual-track approach - Strong deterrence and defense combined with dialogue. NATO allies and Russia met in the NATO-Russia-Council last week and NATO allies are ready to meet again.”
SOT, Olaf Scholz, German Chancellor (German): “That any Russian aggression against Ukraine would have severe consequences - we are in exchange with each other about that, that we always prepare and discuss with each other the possibility of a jointly coordinated response as well.”

German Chancellor Olaf Scholz welcomed NATO Secretary-General Jens Stoltenberg at the Chancellor’s Office in Berlin on Tuesday where they gave a joint press statement concerning tensions at the border area between Russia and Ukraine.
“We expect Russia to de-escalate the situation, which could include, for example, a reduction of troops on the Ukrainian border. We are of course ready to enter into a serious dialogue with Russia on security issues in Europe,” said Scholz.
“That any Russian aggression against Ukraine would have severe consequences - we are in exchange with each other about that,” he added.
The conversation took place while German Foreign Minister Annalena Baerbock was holding talks with her counterpart Sergei Lavrov in Moscow, during which the issue of troop build-ups at the Russia-Ukraine border was discussed.
Following the talks, Lavrov said Russia was “not threatening anyone” but instead hears threats against itself.
“We are not threatening anyone, but we are hearing threats against us. I hope that all this only reflects some kind of emotion that certain forces are stirring up within Western countries,” he stated.
He reiterated that Moscow was waiting for Washington to give a response to Russian proposals on security guarantees “in order to continue negotiations.”
