Outgoing Iranian President Hassan Rouhani commented on the current state of the talks concerning the Iranian nuclear deal as well as lifting sanctions during his televised interview in Tehran on Monday.

“The expectations we have do not match our negotiations. In the same resolution passed by parliament in December this year, which is one of our main obstacles to resolving negotiations with the P5+1 or the P4+1 plus the United States, it is said that all sanctions should be lifted. Article 7 of the resolution states that all sanctions must be lifted, including sanctions on human rights issues, missile issues, and terrorism,” Rouhani told the reporter.

Asked about the lifting of economic sanctions on the country, Rouhani replied, “In the short term, we still need to negotiate the lifting of sanctions, albeit in the same framework that the Supreme Leader said. This is the most important case that I believe will be given to him.”

President-elect Ebrahim Raisi will be sworn in on August 5. Indirect talks between Tehran and Washington on reviving the Iran nuclear deal have been frozen due to elections in Iran.

SOT, Hassan Rouhani, Iranian President (Farsi): “The parliamentary resolution is an obstacle not only for this government but also for the next government. If the next government that comes to power, the thirteenth government, is bound by the parliamentary resolution, no agreement will be reached.”

SOT, Hassan Rouhani, Iranian President (Farsi): “The expectations we have do not match our negotiations. In the same resolution passed by the parliament in December this year, which is one of our main obstacles to resolving negotiations with the P5+1 or the P4+1 plus the United States, it is said that all sanctions should be lifted. Article 7 of the resolution states that all sanctions must be lifted, including sanctions on human rights issues, missile issues, and terrorism. All these sanctions can be lifted, but it will require other negotiations, another opportunity, and another time. Our argument right now, both in 2013 and today, is that our agreement is not far off today.”

SOT, Hassan Rouhani, Iranian President (Farsi): “In my opinion, the most important file that will be delivered to the thirteenth government, and it must decide on that, is again the issue of negotiation, the issue of interaction with the world. In my opinion, we still have no way to lift sanctions in the short term, but in the long run, yes. If our society withstands all the pressure on the people, maybe, in another 3 or 4 years, we will achieve self-sufficiency in some areas and we will be able to stand on our own feet and not pay attention. But in the short term, we still need to negotiate the lifting of sanctions, albeit in the same framework that the Supreme Leader said. This is the most important case that I believe will be given to him.”

SOT, Hassan Rouhani, Iranian President (Farsi): “In the nuclear deal, it is true that we talked to the P5+1 and agreed with them, but the reality was that we were talking to the United States. This was the reality during the negotiations. It is the same today. Even today, when we were negotiating in Vienna, although we were not talking with the United States, we were talking with the 4 + 1 group, but in fact, the United States is the other negotiating party.”

SOT, Hassan Rouhani, Iranian President (Farsi): “Either you have to focus the negotiation only on the nuclear issue, or you have to open its scope. If you want to open its scope, we want permission, that is, the system must give us permission and say that we can talk about all issues. If the focus of the talks is only on the nuclear issue, we will be limited to sanctions on the nuclear issue.”
