North Korean dictator Kim Jong-un has challenged incoming US president Joe Biden, saying denuclearisation on the Korean peninsula is dependent on an end to American aggression.

In a speech at a rare meeting of the ruling party, the leader, who solidified his one-man rule by accepting the role of Workers’ Party General Secretary previously held by his father, Kim Jong-il, declared the US his country’s “biggest enemy”.

Donald Trump met with Kim three times during his White House term, but the pair failed to reach a lasting accord on the secretive communist regime’s nuclear programme.

The challenge will now be for Joe Biden’s administration to bring Kim and North Korea back to the negotiating table.
