EU Foreign Ministers arrive in Brussels for a meeting of the Foreign Affairs Council on Monday, November 15. The council, chaired by EU High Representative for Foreign Affairs Josep Borrell, is expected to widen sanctions on Belarus to include airlines and travel agencies thought to be involved in bringing migrants to the bloc’s border.

The Council will also discuss cooperation on investment and governance, as well as reinforcing the partnership for resilience, recovery and reform. Foreign ministers will hold a joint session with defence ministers to exchange views on the first draft of the EU Strategic Compass, aiming to provide clear political and strategic guidance on the EU approach to security and defence for the next five to ten years.
