Russia is “not threatening anyone” but hears “threats” against itself, Russian Foreign Minister Sergei Lavrov said at a joint press conference with his German counterpart Annalena Baerbock in Moscow on Tuesday.

“We are not threatening anyone, but we are hearing threats against us. I hope that all this only reflects some kind of emotion that certain forces are stirring up within Western countries,” he stated.

He reiterated that Moscow is waiting for Washington to give a response to Russian proposals on security guarantees “in order to continue negotiations.”

During the talks, the ministers discussed views on the future prospects for interaction within the Normandy Format and decided that “steps need to be taken to assist in the implementation of the Minsk agreements within this quartet, first and foremost through stepping up the work of the contact group, where Kiev, Donetsk and Luhansk are all represented.”

Lavrov hopes that Berlin will influence their partners in Kiev “so they will finally implement the commitments they have undertaken”.

For Baerbock, the meeting came as part of her first official visit to Moscow and first meeting with Lavrov. Currently, a number of issues are straining German-Russian relations, including the delayed Nord Stream 2 gas pipeline project, which awaits regulatory approval, in addition to tensions at the Russian-Ukrainian border.
