A second evacuation train carrying residents of the self-proclaimed Lugansk People’s Republic departed from the Lugansk railway station for Russia on Sunday.

Before departing, LPR residents underwent registration and clearance of evacuees while a civil defence siren sounded in the city. Emergency Situations Ministry officials helped citizens settle on the train.

According to Vladimir Yevdokhin, LPR Acting transport minister, the “passenger capacity is overcrowded.”
“In addition to the evacuation centres, from which civilians are being evacuated by road, people are now boarding a passenger evacuation train. This is the second train. Approximately 850 people will be on board,” Yevdokhin said.

Kiev and the self-proclaimed Donetsk and Lugansk People’s Republics have accused each other of ceasefire violations and shelling in recent days.

According to the Organisation for Security and Co-operation in Europe (OSCE), Special Monitoring Mission to Ukraine (SMM) Daily Report 39/2022, issued on Saturday, a total of 591 ceasefire violations, including 553 explosions, were registered in the Donetsk region on Friday.

A further 975 ceasefire violations, including 860 explosions, were registered in the Lugansk region during the same period.
The USA and other Western countries have expressed fears that Russia could stage a false flag attack to justify invading Ukraine, amid reports that Moscow has concentrated around 150,000 troops next to the Ukraine border.

Russia has said it is carrying out planned military drills and that some of the troops have been already withdrawn to their permanent bases, though Western countries have said there is no evidence of a pull-back.

On Thursday, US President Joe Biden said military action could begin “in the next several days” but stressed that a diplomatic solution was still possible.

Moscow has denied intending to invade, accusing the West of stoking tensions.

SOT, Vladimir Yevdokhin, LPR Acting infrastructure and transport minister: “The evacuation is proceeding as planned. In addition to the evacuation centres, people are now boarding a passenger evacuation train from which civilians are being evacuated by road. This is the second train. Approximately 850 people will be on board. They will be on their way to the territory of the Russian Federation, where they will be distributed among the evacuation points.”

SOT, Vladimir Yevdokhin, LPR Acting infrastructure and transport minister: “Passenger capacity is overcrowded. The number of people who want to leave applies to local city and district administrations. If it is the city of Lugansk, they sign up at the socio-location centre at the railway station. People are registered for evacuation in Lugansk itself. From local cities and districts, people are brought by buses to the evacuation point for evacuation by railway rolling stock.”
