New York Governor Andrew Cuomo released a video statement from Albany on Tuesday, insisting that he “never touched anyone inappropriately or made inappropriate sexual advances,” after an investigation found he sexually harassed 11 women.

In his video statement, Cuomo responded to some of his accusers directly and said his actions had been misinterpreted.

“I now understand that there are generational or cultural perspectives that, frankly, I hadn’t fully appreciated, and I have learned from this,” he added.

The findings of the investigation, which was conducted by two lawyers, were announced by New York State Attorney General Letitia James on Tuesday.

The 165-page report found that Cuomo created a “climate of fear” and “hostile work environment, concluded that he violated civil laws against workplace harassment. The accusers were advised to make their own decisions about whether to launch civil lawsuits.
