Europe is closer to the edge of war than it has ever been in the last 30 years, the Polish Foreign Minister Zbigniew Rau warned delegates at the Organisation for Security and Co-operation in Europe (OSCE) meeting in Vienna on Thursday.
“It seems that the risk of war in the OSCE area is now greater than ever before in the last 30 years”, Rau said adding that the main challenge for the organisation remains taking necessary action “to ban this war from Europe”.
Declarations come amid a Russian military buildup near the Ukrainian border, which sparked criticism in the EU and amid the NATO allies.
“We should focus on a peaceful resolution of a conflict in and around Ukraine in compliance with Minsk Agreements and in full respect of sovereignty, territorial integrity and unity of Ukraine within its internationally recognized borders”, said the Polish chair of the council.
OSCE Secretary-General Helga Maria Schmid closed the meeting saying that “it is imperative we find a way through diplomacy to deescalate and begin rebuilding trust, transparency, and cooperation”, with the OSCE being the “unique place” to accomplish this mission.

SOT, Zbigniew Rau, Polish Foreign Minister and Chair of OSCE: “We want to pay special attention to improving the security situation in the OSCE area, especially by contributing to finding peaceful solutions to regional and protracted conflicts. The OSCE is well-positioned to help to mitigate existing disputes by fully respecting various points of view providing that all interested parties approach dialogue in good faith. In this way we should focus on a peaceful resolution of a conflict in and around Ukraine in compliance with Minsk Agreements and in full respect of sovereignty, territorial integrity and unity of Ukraine within its internationally recognized borders.”

SOT, Helga Maria Schmid, OSCE Secretary-General: “And it is imperative we find a way through diplomacy to deescalate and begin rebuilding trust, transparency, and cooperation. And indeed the OSCE is a unique place to do so. We have done this before working to rebuild trust and re-consult divergencies, and security perceptions between East and West starting with the Helsinki Final Act, and we can do so again. And the core principles in trying in that landmark, OSCE document remains the accord of security, cooperation in Europe, and as you said Mr Chair, the Helsinki Principles must be appealed and all other discussions must be consistent.”

SOT, Helga Maria Schmid, OSCE Secretary-General: “We have the most inclusive membership of any regional security body because every one of our 57 participating states has a seat at the table, so nothing gets discussed or agreed about Europe without Europe, and the same goes for Ukraine, for Moldova, for Georgia, Armenia, Azerbaijan or any other of our states. We also have to relevant experience, take our work on conventional arms control, and confidence in security building measures helping to reduce risks and promote military transparency and build trust, and you mentioned Mr Chair, the Vienna document or also take our work on crisis prevention and resolution including the substantial role that is currently played by the special monitoring mission in Ukraine.”
