US President Joe Biden alerted Russian President Vladimir Putin to possible sanctions in case of any escalation of the Ukraine situation, Kremlin aide for foreign policy Yuri Ushakov announced in a statement on the outcome of the remote talks, in Sochi on Tuesday.
Translation:
SOT, Yuri Ushakov, Russia President Assistant for Foreign Policy (Russian): “Ukraine took a lot of time. Our president [of Russia Vladimir Putin] informed [US President Joe Biden] in detail about how Kiev is not fulfilling the relevant Minsk agreements. It was specifically told that Ukraine sabotages the implementation of Minsk [agreements], in addition, it sabotages the agreements that were reached during the Normandy Format summits, delays the negotiation process in the contact group, and seeks to exclude Donbass from the negotiation process.”
SOT, Yuri Ushakov, Russia President Assistant for Foreign Policy (Russian): “[Putin] specifically said that we are concerned about the buildup of military activity by Ukraine and NATO members in the immediate vicinity of the Russian borders. He spoke about the recent [military] exercises in the Black Sea, which were carried out by the national group of the armed forces of NATO. In this regard, he set out our views that we need certain guarantees, including a legal safeguard, which ensure our security and create conditions for our normal development.”
SOT Yuri Ushakov, Russia President Assistant for Foreign Policy (Russian): “It can be noted that Biden specifically emphasised, this was one of his core messages, that both Washington and NATO capitals are concerned about the movement of Russian troops near the Ukraine borders. He also said that the United States and Western allies are preparing large-scale sanctions of both economic, financial and political plans, which will be used if the situation around Ukraine continues to escalate. Taking into account our concerns, such an agreement was reached, especially after Vladimir Putin said that there are certain red lines that are known to everyone. In particular, these lines exclude any further NATO advance to the East and the deployment on the territory of Ukraine, as well as other states adjacent to us, that threaten us with weapons systems, especially offensive weapons. In the end, the leaders agreed to instruct their teams, their representatives to make promptly contact on these sensitive issues.”
SOT Yuri Ushakov, Russia President Assistant for Foreign Policy (Russian): “It was especially emphasised, they agreed that taking into account the special responsibility of the two countries to maintain international stability, we must, of course, not close up, but rather continue the dialogue at different levels, including at the presidential level.”
Biden and Putin both agreed to continue the dialogue at different levels, including at the presidential.
