German Chancellor Olaf Scholz and French President Emmanuel Macron stressed the importance of dialogue with Russia concerning the ongoing situation between Russia and Ukraine, in a joint press conference in Berlin, on Tuesday.

SOT, Olaf Scholz, Chancellor of Germany (German): “Along the Ukrainian-Russian border there are a lot of troops stationed there and therefore it is necessary that everything is done now to ensure that the situation develops differently than is sometimes feared at the moment. We therefore also expect clear steps from Russia that will contribute to a de-escalation of the situation. And we all agree that military aggression would have serious consequences.”

SOT, Olaf Scholz, Chancellor of Germany (German): “We have to take the situation very seriously, because it is very serious and we have to say clearly what would happen if there would be military aggression, which is what we are doing, and thirdly, we have to do everything at the same time to get out of the situation through talks and negotiations. The fact that this is happening in close coordination with the US and our allies is really a good development in a difficult situation.”

SOT, Olaf Scholz, Chancellor of Germany (German): “I am glad that we have come so far, and that the leadership that has been possible in many places to get involved in the individual formats - which not everyone would have succeeded in doing - is the positive part in a difficult time. Let’s hope that our joint great efforts will lead to the progress we so long for actually being achieved.”

SOT, Emmanuel Macron, President of France (German simultaneous translation): “In the context of this situation we are in solidarity with Ukraine and fully committed. Third element - Mr. Chancellor (Olaf Scholz) insisted on this point - is to never give up dialogue with Russia, and a demanding dialogue. You know that France has always spoken in favour of this dialogue, a dialogue in several formats. There is an important and structuring dialogue between the United States and Russia. It is good it continues. There is a dialogue between Russia and NATO, which will lead to coming meetings, and which has led to some first exchanges in a format we know. There is a dialogue in the framework of the OSCE (Organization for Security and Co-operation in Europe).”

SOT, Emmanuel Macron, President of France (German simultaneous translation): “So the dialogue in the framework of the OSCE must continue. There is the dialogue in the framework of the Normandy Format on Ukrainian matters and Minsk agreements. And there is the dialogue between the European Union and Russia. Each of these channels must be used until the end to re-engage Russia in a process of de-escalation, obtain guarantees, and also enable us to build what I called the new order of security and stability, that is to say tokens and guarantees, beyond the issue of Ukrainian, for borders security of our Europe.”

SOT, Emmanuel Macron, President of France (German simultaneous translation): “And the fourth element is that we are preparing, in parallel, the common reaction and response in case of aggression. And as it was said, should there be an aggression, there will be a response and the price will be very high.”

SOT, Emmanuel Macron, President of France (German simultaneous translation): “The situation we are in today is not stabilized. It’s a first element of consequences which makes me say we are not at a legible final stage. The situation is worrying for the Europeans, and it requires this unity and the preparation of a common reaction which will be graduated depending on the advance of the (Russian) manoeuvres. But it also leads to a dialogue of clarification with Russia because I think a dialogue is necessary to dispel the ambiguities. Very clearly, we can only notice today that Russia is becoming a power of imbalance in Caucasia, on the borders of Europe and in some other regions.”
