SOT, Olaf Scholz, German Chancellor (German): “First of all, it is as I have just presented it. We are working very hard to de-escalate the conflict. Above all, this means that Russia must do its part to ensure that the deployment of troops along the Ukrainian border is reduced and that, overall, we are heading for a situation in which we have security in Europe in which the territorial integrity of the states and their sovereignty remain untouched. Ultimately, that is the result of the Helsinki Final Act. That is what is connected with the OSCE process to this day. That’s why it’s also very good that the OSCE also plays a role in the four formats I spoke about earlier because we’ve already talked about that in Europe with regard to all parties that have interests in Europe. This is a good starting point for discussion in such a serious situation.”
SOT, Olaf Scholz, German Chancellor (German): “As I have already said, one thing is clear: if there is military aggression, it will have high costs. An agreement will then be reached between everyone in due course about what we will then do and which individual measures we will take in concrete terms. We are now preparing so that we can then make this decision in concrete terms.”
SOT, Olaf Scholz, German Chancellor (German): “Furthermore, the federal government has a very clear stance with regard to arms exports, a stance that stands in continuity with the stance of the federal government in recent years. We have not supported the export of lethal weapons from Germany in recent years either.”

German Chancellor Olaf Scholz said that Germany has not been supporting the export of lethal weapons in recent years, speaking at a Berlin press conference on Friday.
“The federal government has a very clear stance with regard to arms exports, a stance that stands in continuity with the stance of the federal government in recent years. We have not supported the export of lethal weapons from Germany in recent years either,” said the Chancellor, answering to a journalist’s question regarding Germany’s openness to the idea of supplying weapons to Ukraine.
Scholz already declined a request by Kiev on Tuesday. Ukraine has been unsuccessfully demanding weapons from Germany for years in order to be able to defend itself against a possible Russian attack.
According to US media, Germany is also blocking Estonian plans to provide Kyiv with military supplies of German origin, while the US State Department recently agreed to send US-made weapons to Ukraine via Estonia.
