Japan: "Everyone agrees that trans women are women" - IOC medical and scientific director

The International Olympic Committee’s medical and scientific director Dr Richard Budgett said that “everyone agrees that transgender women are women,” during a press conference in Tokyo on Thursday.

“Everyone agrees that transgender women are women, but it is a matter of eligibility for sport and particular events, and it really has to be very sport-specific, so it is up to each sport, any discipline even as to exactly what the rules for participation are,” said Budgett.

The IOC has delayed updating its 2015 eligibility guidelines since a consensus has not been reached. Budgett stated that inclusively and fairness must be balanced when drafting new guidelines for each sport in the future.

“It is complex and one of the reasons there is no new framework published yet is not just because of the difficulty in coming to any consensus. There’s been a huge consultation exercise going on with all those bodies and individuals and representatives who are involved in this,” he added.

The comments were made as Budgett backed transgender weightlifter Laurel Hubbard’s right to compete in an Olympics on Monday, becoming the first transgender athlete to do so.

It’s because it would have been inappropriate to come out with new framework or guidelines just before the Olympic games and of course that was going to be a year ago, and now it’s now, so there will be a new framework to help IFs and we’re working very closely with them, but it’s not published yet.”
