US President Joe Biden delivers remarks on the tensions between Russia and Ukraine on Tuesday, February 15.

According to the White House statement, Biden is expected to reiterate that the US remains open to high-level diplomacy in coordination with its allies, “building on the multiple diplomatic off-ramps we and our Allies and partners have offered Russia in recent months”.

This follows the announcement by the Russian defence ministry earlier in the day that its southern and western military units had started to return their troops to the bases of permanent deployment after the end of the drills near the Ukrainian border.
