Several locals witnessed strong winds rip through Cebu city on Thursday as Typhoon Rai made its way through the country.
The Category 4 storm has forced thousands of residents to evacuate as 195 km/h (121 m/h) wind speeds have been recorded, with gusts near the center of the Typhoon reaching 240 km/h (149m/h).
According to local news, thousands of people have already been evacuated from their homes due to the storm.
