As Russia’s 2021 legislative elections near, New People chairman, Sangadji Tarbaev, and chairman of the Russian Party of Pensioners, Vladimir Burakov, discussed their parties’ goals during an interview in Moscow, the footage of which was released on Tuesday.

According to Sangadji Tarbaev, in order to prevent a “brain drain” from Russia, it is necessary to incentivise creators of domestic content.

For his part, the chairman of the Russian Party of Pensioners, Vladimir Burakov, believes that it is necessary to pay attention to the social interests of the people, such as pension reform.

Russia’s 2021 legislative elections are set to take place on September 19, with voting to run across three days, starting on September 17. Voters will elect 450 State Duma deputies in total, via two methods as per Russia’s mixed electoral system. Half will be selected from party lists in one federal constituency, with the other 225 elected in single-mandate constituencies under the first-past-the-post voting system.

SOT, Sangadji Tarbayev, leader of the New People political party (Russian): “I believe that it’s important to structurally approach the Deputy’s responsibility himself in the State Duma, because today the State Duma passes a lot of laws. I admit that not all laws, far from all, our deputies are deeply immersed in. And personal involvement here takes a back seat, so first of all, it’s important, of course, to introduce such a norm. Either it will be a legislative initiative, or it will be a normative act that will fix the deputies’ responsibility for the adopted laws.”

SOT, Sangadji Tarbayev, leader of the New People political party (Russian): “All prohibitive measures are primarily related to the inability to oppose something. If we can’t oppose anything, we forbid it, and in this case, we sign our incapacity in one direction or another. I believe that prohibitive measures, especially in the informational field, in the media sphere, won’t solve issues globally.”

SOT, Sangadji Tarbayev, leader of the New People political party (Russian): “If we summarize our international external activities, then in my opinion: Europe is our present and our past, a lot is connected with it, the East is also our present, but our future is connected with it, the South today is our image, our showcase, according to what our decisions and actions are spoken about in the world, and the North is something that everyone is not actively engaged in yet, but this is our perspective, we must rethink our approach to the development of the North.”

SOT, Sangadji Tarbayev, leader of the New People political party (Russian): “To encourage content creators, to help them do it. Because if we forbid everything eventually, they will all leave. They will all create the same thing just abroad. And we will face even more pressure. And we will have to switch to some system of China or Iran, create a firewall and close completely from the whole world, which I wouldn’t like to.”

SOT, Vladimir Burakov, chairman of the Russian Party of Pensioners for Social Justice (Russian): “In fact, Russia has not yet had a pension reform because it has been clearly marked in the Constitution that a pension system is being formed in Russia. So, today those regulatory documents that would clearly regulate a person’s retirement and earnings have not yet been fully developed. This is the first thing. Secondly, for some reason, all the parliamentary parties talk about the need to return to the retirement age, but they do not think about the age at which a person has the right to retire. As for the Russian Party of Pensioners, today we suggest that a person should determine the retirement age himself. And the pension will be accrued [depending] on the length of service they have had”.

SOT, Vladimir Burakov, chairman of the Russian Party of Pensioners for Social Justice (Russian): “This year, at the Civic Chamber initiative, the independent Civic Chamber, which expresses the interests of the majority of our population, they came up with a proposal to create an institute of independent observers - not political parties - but independent observers. This will just give an opportunity for an objective assessment of the voting process, compliance with the laws that regulate the electoral process.”
