EU Foreign Ministers have agreed on five benchmarks for cooperation and engagement with the Taliban, during an informal meeting held in Kranj on Friday.
High Representative of the European Union for Foreign Affairs Josep Borrell detailed the EU’s plans to coordinate with the Taliban, which include a “joint European presence” in Kabul, and stated, “we need a strong engagement. A strong contact, close presence.”
“What is clear is that the future of Afghanistan remains a key issue for us. It affects us, it affects the region, international stability and it has a direct impact on European security,” Borrell said.
The EU foreign policy chief went on to outline the conditions of working with the Taliban, including respect for human and women’s rights, press freedom, the establishment of an ‘inclusive and representative’ transition government, free access for humanitarian aid, and the Taliban honouring their commitment to allow foreign nationals and at-risk Afghans to leave the country.
Despite discussing the EU’s willingness to cooperate with the Taliban, ministers stopped short of formally recognising the new government.
The EU and many Western countries closed their embassies in Afghanistan following the Islamist group’s takeover of the country last month.
